barack_obama.jpgWASHINGTON (AP) – President Barack Obama won re-election Tuesday night despite a fierce challenge from Republican Mitt Romney as well as the weak economy and high unemployment that encumbered his first term and crimped the middle class dreams of prosperity.

Obama captured hard-fought New Hampshire Tuesday night in a tense duel for the White House with Mitt Romney, claiming the first of the pivotal battleground states in a close election shadowed by a weak economy and high unemployment.

The president also secured Pennsylvania, where Romney campaigned twice in the race's closing days after virtually ignoring it for months.

Romney led in the national popular vote with 25.2 million votes, or 50 percent. Obama had 24.2 million, or 48 percent, with 32 percent of precincts tallied.

The former Massachusetts governor also held an early electoral vote advantage, 159-147, with 270 needed for victory, although he lost his home state of Michigan as well as Massachusetts, where he served as governor.

At least one killed in Rwanda-DRCongo border clash.

BUSURA, Rwanda — Democratic Republic of Congo soldiers clashed with Rwandan forces along a stretch of the two central African nations' border, leaving at least one person dead, military officials said Sunday.

Congolese army spokesman, Colonel Olivier Hamuli, claimed that Rwandan troops had targeted a Congolese commando on Saturday when he refused to stop after being spotted on Rwandan territory, having crossed the frontier to buy beer.

Hamuli said Rwandan troops opened fire and killed one of the commando's men. Congolese forces then returned fire and killed a Rwandan soldier, he added.

But Rwandan military spokesman General Joseph Nzabamwita said the Congolese soldiers had crossed the border to carry out a reconnaissance mission.

"Nous disons que si ces accusations, qui sont malveillantes et infondées, ne sont pas retirées, alors nous allons envisager de nous retirer, non seulement de Somalie, mais de toutes les opérations de paix dans lesquelles nous sommes impliqués", a déclaré à l'AFP le secrétaire d'Etat à la coopération régionale, Asuman Kiyingi.

Avec Silence Turquoise, un pas en avant important est accompli pour reconstruire le rôle de la France dans le génocide de 1994 au Rwanda. L’un des deux auteurs s’en explique avec Afrique Asie.

Journaliste à France Culture, Laure de Vulpian enquête depuis 2001 sur le Rwanda. Elle cosigne Silence Turquoise (1) avec Thierry Prungnaud, adjudant-chef du Groupe d’intervention de la gendarmerie nationale (GIGN), présent sur le terrain à l’époque des faits. Responsable de la rubrique justice dans sa rédaction, elle a bien voulu commenter son ouvrage avec Afrique Asie.

AA La première partie du texte est consacrée à l’épisode de Bisesero, zone d’ombre majeure de la Turquoise.

LdV Bisesero est le lieu emblématique de la résistance des Tutsi depuis les premiers massacres de 1959. Au début du génocide, tous les Tutsi de la région y convergent. Son histoire, par rapport au génocide, se résume en deux dates: 27 juin et 30 juin 1994. Le 27, ‘Diego’ (2), un lieutenant colonel de l’Armée de l’Air, arrive à Bisesero et se rend compte que des massacres de Tutsi y ont lieu. Il s’aperçoit ainsi que les informations reçues par les hauts officiers de la Turquoise n’étaient pas les justes.

Uganda may stop mediating in Congo over U.N. accusations.

KAMPALA, Oct 22 (Reuters) – Uganda said on Monday it would stop mediating in the conflict between the Democratic Republic of Congo and M23 rebels if the U.N. Security Council endorsed accusations that Uganda was supporting the rebels.

A report by a U.N. panel of experts leaked to Reuters last week accused Uganda and Rwanda of providing support to M23, whose insurgency has displaced half a million people in North Kivu province, which borders both countries.

The report, written for the U.N. Security Council's Congo sanctions committee, said Uganda had allowed M23's political branch to operate from Kampala in addition to providing M23 with troops, weapons, technical help, political advice and facilitation of external relations.

bishop_runiga.jpgLe Bishop RUNIGA LUGERERO, coordonateur  du M23, de retour d’un long séjour  de Kampala est arrivé à Bunagana, et a tenu ce samedi 20/10/2012 une conférence de presse devant un parterre d’une trentaine de représentants d’organes communicationnels tant nationaux qu’internationaux. Quatre points essentiels ont été évoqués par le leader du M23. Tout d’abord, il a tenu informé la presse du motif de son long séjour en la capitale ougandaise. En effet, ce long séjour se justifie par le fait de la demande du médiateur de la CIRGL, le président de l’Ouganda, d’entendre et d’essayer de comprendre les motivations qui anime le M23 dans sa révolte contre le pouvoir central de Kinshasa.
